Uruguay, un país entre-dos tiempos: un pasado glorioso y un futuro incierto

Abstract

In Uruguay, the construction of a future is a still unfinished project... In searching through our past we find clear signals that we, as a nation, have had the wisdom and desire to look towards the future, imagine the possibilities, choose the best alternative and take steps to construct it. There is also evidence of times when we have changed the direction of our gaze, fixing it on the past, whether in yearning for "more glorious times" or remaining quasi-paralyzed by images of "depressing and inexorable decline" (Garcé, 1997). This paper intends to highlight a task of utmost importance: that of reconnecting with the capacity to imagine alternative futures and of constructing the best from among those possible. Foresight (Prospectiva), as an attitude and as a rigorous and systematic instrument, offers a scientific approach to achieving this goal.
